The Constitution of India has declared Hindi and English to be the languages for transacting business in the Parliament as per Article 120. However, if a member cannot adequately express themselves in either language, they may, with the permission of the Speaker (Lok Sabha) or Chairman (Rajya Sabha), address the House in their mother tongue.
